Description
This unit of competency specifies the skills and knowledge required to ensure the building process for large-scale buildings results in accessible developments to meet the requirements of relevant legislation, codes and standards. Large-scale buildings are buildings of any class as defined in the National Construction Code (NCC) and which exceed 2,000 square metres in floor area. The unit includes interpreting and evaluating building requirements, classifying buildings according to NCC criteria and developing strategies for disability access compliance.This unit is for individuals who are self-directed and have substantial depth of knowledge and skills to make independent judgements in the provision of access consulting services.No licensing, legislative or certification requirements apply to this unit at the time of publication.

Elements and Performance Criteria
1 Research and interpret the purpose and basic intent of the NCC.
  • 1.1 Research and interpret the objectives and purpose of the NCC and its components.
  • 1.2 Research and interpret the deemed-to-satisfy (DTS) concept for construction to meet NCC requirements.
  • 1.3 Identify and document the hierarchy of Commonwealth, state and territory building access legislation.
2 Locate and interpret requirements of the codes and standards applicable to large-scale buildings.
  • 2.1 Interpret plans, specifications and drawings to clarify access requirements for accessible large-scale buildings.
  • 2.2 Identify and document relevant clauses from building access legislation that apply to accessible large-scale buildings.
  • 2.3 Determine and document prescriptive requirements of relevant legislative clauses.
  • 2.4 Identify and document special requirements that may be applicable to specific areas of accessible large-scale buildings.
3 Classify buildings.
  • 3.1 Determine building class for accessible large-scale building based on NCC criteria and intended use.
  • 3.2 Determine and document NCC requirements for disability access for multiple classifications.
4 Apply appropriate assessment methods to assess NCC compliance.
  • 4.1 Select appropriate assessment methods to determine access compliance of large-scale building based on NCC intent.
  • 4.2 Identify and document performance or DTS solutions to building accessibility problems to comply with NCC requirements.
  • 4.3 Apply appropriate assessment methods to confirm compliance of performance or DTS solution with NCC performance requirements.
