Description
This unit involves the skills and knowledge required to undertake the commissioning and decommissioning of power generation plant and equipment.Commissioning is a process in which installed power generating plant is tested to verify it functions according to its design specifications. Power generating plant that is shut down and dismantled is decommissioned.Commissioning and decommissioning of power generating plant does not include removal or return to service under normal or routine maintenance situations.Competency in this unit requires the ability to plan and prepare for work, decommission plant or equipment, remove plant or equipment, recommission plant or equipmentand complete work. Individuals will, in general, work as an operator, in a power generation facility.Power generation plant operators are typically trained and authorised to isolate, prepare plant and issue permits to work.No licensing, legislative or certification requirements apply to this unit at the time of publication.Note: Workplace practiceThe application of the skills and knowledge described in this unit may require a licence or training permit to practice in the workplace where work is carried out on gas and electrical installations. Additional conditions may apply under state and territory legislative and regulatory licensing requirements.

Elements and Performance Criteria
1 Plan and prepare for work
  • 1.1 Work requirements are identified from work order and are confirmed with appropriate personnel or by site inspection, in accordance with workplace procedures
  • 1.2 Work, Health and Safety (WHS)/Occupational Health and Safety (OHS) regulations, legislative requirements, industry standards, codes of practice, manufacturers’ specifications, environmental obligations and workplace procedures are identified, applied and monitored
  • 1.3 Resources are obtained and inspected for compliance with job specification, in accordance with workplace procedures
  • 1.4 Plans, drawings and manuals are selected and used, in accordance with workplace procedures
  • 1.5 Correct size, type and quantity of materials or components are obtained and inspected, in accordance with workplace procedures
  • 1.6 Work is sequenced and prioritised, in accordance with workplace procedures and site requirements
  • 1.7 Potential hazards are identified and risk control measures are selected and implemented, in accordance with workplace procedures
  • 1.8 Work area is prepared, in accordance with workplace procedures
2 Decommission plant or equipment
  • 2.1 Isolations are confirmed, where appropriate, in accordance with workplace procedures, site requirements and decommissioning plan
  • 2.2 Equipment or power generating plant is decommissioned, in accordance with workplace procedures and decommissioning plan
  • 2.3 Equipment or power generating plant is disconnected from energy or material sources, in accordance with workplace procedures and decommissioning plan
3 Remove plant or equipment
  • 3.1 Isolations are confirmed, where appropriate, in accordance with workplace procedures and site requirements
  • 3.2 Removal of power generating plant or equipment, or dismantling of major components is carried out, in accordance with workplace procedures and decommissioning plan
  • 3.3 Unused electrical conductors are isolated, and are terminated, in accordance with workplace procedures and decommissioning plan
  • 3.4 Other sources of energy or materials are terminated and blanked, in accordance with workplace procedures and decommissioning plan
4 Commissioning plant or equipment
  • 4.1 Isolation of power generating plant is removed, in accordance with workplace procedures and site requirements
  • 4.2 Preoperational checks are carried out on power generating plant, in accordance with workplace procedures, manufacturers' recommendations and site requirements
  • 4.3 Sequence for commissioning plant are adhered to, in accordance with workplace procedures
  • 4.4 Power generating plant is tested for correct operation, in accordance with manufacturers' recommendations and workplace procedures
  • 4.5 Power generating plant or equipment performance is monitored against manufacturers' specifications, in accordance with workplace procedures, using approved methods and testing equipment
  • 4.6 Data is collected and referenced against manufacturers' specifications and any variances are recorded, in accordance with workplace procedures
  • 4.7 Power generating plant or equipment is adjusted to meet manufacturers' specifications, in accordance with workplace procedures, using approved techniques
  • 4.8 Final inspection is undertaken and performance data is collected, in accordance with workplace procedures, to ensure compliance with manufactures' specifications
5 Completework
  • 5.1 Work is completed and appropriate personnel are notified, in accordance with workplace procedures
  • 5.2 Work area is cleared of waste, cleaned, restored and secured, in accordance with worksite procedures
  • 5.3 Power generating plant, tools and equipment are maintained and is stored appropriately, in accordance with workplace procedures
  • 5.4 Work completion details are finalised, in accordance with workplace procedures
