Description
This unit involves the skills and knowledge required to manage rail safety compliance requirements.It includes planning, establishing, maintaining, monitoring and reviewing compliance, consultation and audit procedures, feedback procedures and auditing systems.This unit is intended for workers involved in managing rail safety compliance functions within a rail organisation. Typically, these workers must be able to work independently and as part of a team under direct and/or indirect supervision, perform detailed analyses, use discretion and judgement, and take responsibility for the quality of their outputs.No licensing, legislative or certification requirements apply to this unit at the time of publication.

Elements and Performance Criteria
1 Assist with planning and establishing a rail safety compliance framework
- 1.1 Assistance with conducting a system gap analysis against rail safety regulatory requirements is demonstrated
- 1.2 Rail safety compliance documentation relevant to organisational activities is accessed, interpreted and applied
- 1.3 Assistance with developing policies and procedures to support compliance with regulatory requirements in consultation with stakeholders is demonstrated
- 1.4 Rail safety compliance system framework gap analysis results are identified and assistance with appropriate actions are demonstrated in accordance with organisational and operations requirements
- 1.5 Assistance with scoping proposed rail safety compliance requirements and resources is demonstrated in consultation with relevant personnel
- 1.6 Development of a responsibility assignment matrix or chart is supported to ensure rail safety compliance is integrated into job descriptions and relevant workplace procedures
- 1.7 Rail safety management plan, incorporating the requirements of the safety management system, is supported in its development
2 Establish consultation and audit procedures
- 2.1 Relevant stakeholders are consulted on rail safety compliance and rail safety management plan requirements to update monitoring and auditing systems
- 2.2 Resource allocation for implementing compliance requirements is identified in accordance with organisational requirements
- 2.3 Measures are established in collaboration with relevant stakeholders to ensure compliance with organisational requirements and auditing systems
- 2.4 Information relating to rail safety management plans are disseminated to relevant personnel in accordance with workplace procedures
3 Implement, maintain and review a rail safety compliance system
- 3.1 Safety management system and rail safety management plans are implemented in accordance with organisational and regulatory requirements
- 3.2 System and rail safety management plan effectiveness is assessed against workplace and regulatory requirements
- 3.3 Non-compliances are identified, reported and recorded in accordance with workplace policies, procedures and legislative requirements
- 3.4 Recommendations on improvements to rail safety management plans are determined and submitted to relevant personnel in accordance with workplace procedures and/or regulatory requirements
- 3.5 Rail safety management system is audited in accordance with workplace procedures
- 3.6 Rail safety management plan activities are monitored in accordance with workplace procedures and regulatory requirements
- 3.7 Audit procedures are reviewed regularly to identify necessary changes and opportunities for continual improvement
- 3.8 Records are maintained in accordance with workplace procedures and regulatory requirements
