Description
This unit describes the skills and knowledge required to identify specific needs of offenders and support rehabilitation and reintegration in the community through casework.This unit applies to individuals working in custodial and non-custodial environments who contribute to offender case management activities as part of their role. The skills and knowledge described in this unit must be applied within the legislative, regulatory and policy environment in which they are carried out. Organisational policies and procedures must be consulted and adhered to.Statutory/legislative requirements apply to this unit and may vary across states and territories. Users are required to check with the relevant jurisdiction for current requirements.

Elements and Performance Criteria
1 Assist in identifying individual needs of offender
  • 1.1 Identify specific needs and protective factors of the offender by referring to relevant sources, and confirm with the offender through oral questioning
  • 1.2 Identify family, community, cultural and social considerations of the offender during assessment
  • 1.3 Identify indicators of behavioural concern, and confirm assessed risks to the offender and others with case manager
  • 1.4 Negotiate individual goals and objectives with the offender ensuring they are specific, measurable, attainable, relevant and timely
  • 1.5 Identify and explore short- and long-term learning and development activities with the offender to encourage self-determination
2 Contribute to a case management plan
  • 2.1 Identify a range of interventions to address needs of the offender, and consult support services to confirm they appropriately address the needs of the offender
  • 2.2 Define and confirm roles, rights, responsibilities and accountabilities in the plan, and explain to the offender
  • 2.3 Negotiate ongoing processes to review and monitor achievement of goals in the plan with the offender to promote positive behavioural changes
  • 2.4 Explain issues and consequences that may arise from involuntary participation or resistance to the negotiable and non-negotiable aspects of the plan to the offender
  • 2.5 Obtain agreement on the finalised plan, timeframes and resourcing from all relevant people
3 Support implementation, monitoring and review activities of a case management plan
  • 3.1 Implement practical arrangements to remove possible barriers to success to support offender participation
  • 3.2 Monitor offender's progress and involvement regularly, and document and report to all relevant parties
  • 3.3 Provide feedback, encouragement and positive reinforcement to the offender regarding their progress against agreed goals
  • 3.4 Review suitability and effectiveness of the plan on a continual basis, and re-negotiate any changes with all relevant people
  • 3.5 Document and report outcomes in accordance with workplace policies and procedures
