Description
This unit specifies the skills and knowledge required to plan and lead counter-surveillance operations. This unit of competency will be used by specialist intelligence workers operating in a hostile surveillance environment as a team leader.It includes planning, conducting and finalising counter-surveillance activity.This unit applies to Defence intelligence operatives although it could apply to any personnel working in this field.The skills and knowledge described in this unit must be applied within the legislative, regulatory and policy environment in which they are carried out. Organisational policies and procedures must be consulted and adhered to.Persons undertaking this unit work independently or as part of a team, and perform complex tasks in unfamiliar contexts.No licensing, legislative or certification requirements apply to this unit at the time of publication.

Elements and Performance Criteria
1 Plan counter-surveillance activity
  • 1.1 Confirm instructions to conduct activity with supervisor
  • 1.2 Identify resource availability, serviceability and constraints
  • 1.3 Analyse situation, terrain and threat forces to determine operational risk
  • 1.4 Conduct reconnaissance of operational area to inform planning process
  • 1.5 Conduct research to inform planning process
  • 1.6 Develop a counter-surveillance plan in accordance with operational procedures
  • 1.7 Prepare counter-surveillance orders and deliver to team members
  • 1.8 Conduct rehearsals in accordance with operational procedures
  • 1.9 Confirm and monitor competence of team members
  • 1.10 Liaise with outside agencies, as required
  • 1.11 Identify hazards, assess risks and implement control measures in accordance with operational procedures
2 Conduct counter-surveillance activity
  • 2.1 Direct and supervise counter-surveillance team in accordance with counter-surveillance plan
  • 2.2 Recognise and respond to situations that require quick and decisive responses in accordance with operational requirements and procedures
  • 2.3 Complete counter-surveillance tasks in accordance with counter-surveillance plan
  • 2.4 Organise and direct support from outside agencies, as required
  • 2.5 Provide technical advice to identified stakeholders in accordance with counter-surveillance plan
3 Finalise counter-surveillance activity
  • 3.1 Provide information gained during activity to identified stakeholders in a timely manner
  • 3.2 Complete counter-surveillance documentation in accordance with operational procedures
  • 3.3 Conduct post activity analysis and make subsequent recommendations
