Description
This unit involves the skills and knowledge required to manage the development, implementation and review of the permit to work system in a power generation facility.Permits to workare a formal system used to control high-risk activities in power generation facilities, they specify the control measures to be used. They ensure that all hazards and precautions have been considered beforeany hazardous workbegins.Competency in this unit requires the ability to plan for implementation of permit to work procedures,develop permit to work system and procedures, manage permit to work systemand audit permit to work procedures. Individuals will, in general, work as an operator with responsibility for managing the permit to work system in a power generation facility. Power generation plant operators are trained and authorised to isolate, prepare plant and issue permits to work.No licensing, legislative or certification requirements apply to this unit at the time of publication.

Elements and Performance Criteria
1 Plan for implementation of permit to worksystem
  • 1.1 Statistical records are consulted on permit to work implementation in accordance with workplace procedures
  • 1.2 Work health and safety (WHS)/occupational health and safety (OHS) regulations, legislative requirements, codes of practice, manufacturers’ recommendations and specifications, environmental requirements and workplace procedures are identified, applied and monitored
  • 1.3 Requirements for the development of permit to work procedures are identified and confirmed in accordance with legislative requirements and workplace procedures
  • 1.4 Key stakeholders and equipment affected by the permit to work system are identified in accordance with workplace procedures
  • 1.5 Consultation with key stakeholders to determine contingency plan implementation and timetable of review is carried out in accordance with workplace procedures
2 Develop permit to work system and procedures
  • 2.1 Permit to work procedures are planned and developed in accordance with legislative requirements and workplace procedures
  • 2.2 Resources are obtained and utilised for development of permit to work system in accordance with workplace procedures
  • 2.3 Permit to work procedures are documented and approved in accordance with workplace procedures
3 Implementpermit to work system
  • 3.1 Permit to work system incidents are identified, managed and recorded in accordance with legislative requirements and workplace procedures
  • 3.2 Permit to work incidents are investigated and assessed in accordance with legislative requirements and workplace procedures
  • 3.3 Results and recommendations of incident investigations are documented and confirmed with relevant personnel in accordance with legislative requirements and workplace procedures
4 Audit permit to work procedures
  • 4.1 Permit to work system is audited and results are evaluated and managed in accordance with workplace procedures
  • 4.2 Audit results are documented and reports, including recommendations, are confirmed with relevant personnel in accordance with legislative requirements and workplace procedures
