Description
This unit describes the performance outcomes, skills and knowledge required to plan close proximity fireworks displays based on client briefs.Individuals who apply these skills work autonomously in a team environment as they take responsibility for planning and designing displays based on client briefs and ensuring that persons involved in displays are properly trained. They may be responsible for supervising others.All elements must be undertaken in accordance with the provisions of relevant state or territory legislation and licensing requirements.Achievement of this unit does not automatically qualify a person to obtain a licence to operate in any Australian State or Territory.Those developing training to support this unit, and those seeking to assess competency in this unit, must consult with the relevant state or territory licensing authority, and work within the requirements and guidelines set down by those authorities.This unit is closely based on work completed by the Queensland Department of Natural Resources and Mines.

1. Develop policies and procedures
  • 1.1 In consultation with relevant personnel, take a range of factors into account when developing organisational policies in relation to managing close proximity fireworks displays
  • 1.2 Develop safety management systems according to state or territory regulatory requirements
  • 1.3 Undertake emergency planning and develop emergency procedures according to state or territory regulatory requirements
  • 1.4 Develop quality management systems according to state or territory regulatory requirements
  • 1.5 Establish procedures for purchasing and handling fireworks according to state or territory regulatory requirements
2. Develop contractual briefs for close proximity fireworks displays
  • 2.1 Assess key objectives of proposed events in relation to workplace risks and organisational requirements
  • 2.2 Take account of a range of technical and creative issues when developing proposals for clients based on information provided
  • 2.3 Present proposals to clients and negotiate changes as required
  • 2.4 Complete proposals as contractual briefs
3. Plan displays in line with briefs
  • 3.1 Choose display sites in venues that meet client needs
  • 3.2 Select fireworks that suit venue and display requirements
  • 3.3 Make statutory notifications according to state or territory regulatory requirements
  • 3.4 Prepare planning documentation and organise insurance according to state or territory regulatory requirements
4. Implement procedures
  • 4.1 Implement organisational policy and procedures relating to safety, quality management and emergency responses
  • 4.2 Identify organisational training needs, particularly in relation to procedures for handling fireworks
  • 4.3 Develop and implement organisational training
  • 4.4 In consultation with relevant personnel, evaluate the effectiveness of planning procedures for fireworks displays and note areas for improvement
