Description
This unit of competency specifies the skills and knowledge required to apply building control legislation to assess the accessibility of small-scale buildings. Small-scale buildings are buildings of any Class as defined in the National Construction Code (NCC), but which do not exceed 2,000 square metres in floor area. The unit includes understanding the Australian common law system and the various sources of law applicable to the accessibility of small-scale building developments and identifying and applying the relevant professional code of practice required for the assessment and inspection of buildings. This unit is for individuals who work independently using specialised knowledge to conduct a range of access consulting services.No licensing, legislative or certification requirements apply to this unit at the time of publication.

Elements and Performance Criteria
1 Identify legal requirements relating to small-scale buildings.
- 1.1 Identify legal requirements associated with the provision of access to small-scale buildings from relevant building control and anti-discrimination legislation.
- 1.2 Identify and document legislative benefits and building accessibility enforcement strategies.
- 1.3 Identify processes for addressing regulatory non-compliance issues and prepare related working documentation in a format suitable for review by a building certifier.
2 Identify and implement professional code of practice.
- 2.1 Identify and interpret professional code of practice applicable to assessment activities.
- 2.2 Identify and document duty of care obligations associated with assessment activities to meet common law requirements.
- 2.3 Identify potential conflicts of interest associated with assessment activities and seek guidance from relevant persons as required.
- 2.4 Implement strategies to develop and maintain effective working relationships with building certifiers.
3 Apply legal requirements to accessibility assessment of small-scale building.
- 3.1 Interpret relevant documentation to assess compliance of small-scale building accessibility with relevant legislation.
- 3.2 Consult with relevant persons to discuss accessibility of small-scale building and any identified regulatory non-compliances.
- 3.3 Record outcomes and retain all documentation for future reference according to regulatory and workplace requirements.
