This apprenticeship applies to the construction, inspection, repair and maintenance of essential public utilities (generation and network assets) in a 'very remote community'. Work must be carried out in a non-energised (dead) environment other than for testing purposes. Prior to the commencement of work, all electrical apparatus is to be isolated. That is for High Voltage (short-circuited and earthed) and for Low Voltage (short-circuited to the neutral).
'Very remote community' is defined in terms of limited and/or long distance access along the road network and very limited accessibility to obtain goods, services and opportunities for social interaction within the Australian Statistical Geography Standard (ASGS) Statistical Area Level 3 (SA3) locations:
- 50804 Kimberley (excluding the towns of Broome, Derby, Fitzroy Crossing, Halls Creek, Kununurra, Wyndham and mine sites);
- 50806 Pilbara (excluding the towns/cities of Onslow, Dampier, Karratha, Newman, Paraburdoo, Port Hedland, Roebourne, South Hedland, Tom Price, Wickham and mine sites);
- 50802 Gascoyne (excluding the towns of Carnarvon, Exmouth and mine sites);
- 50805 Mid West (excluding the towns of Dongara, Geraldton, Greenough, Jurien, Kalbarri, Meekatharra, Mt Magnet, Morawa, Northampton, Port Denison, and mine sites);
- 50803 Goldfields (excluding the towns/cities of Boulder, Kalgoorlie, Kambalda, Leinster, Leonora, Norseman and mine sites);
- 50801 Esperance (excluding the town of Esperance and mine sites);
- 90101 Christmas Island (no exclusions); and
- 90102 Cocos Island (no exclusions).
It excludes SA4 locations: 501 Bunbury; 502 Mandurah; 503 Perth-Inner; 504 Perth-North East; 505 Perth North West; 506 Perth-South East; 507 Perth-South West; and 509 Western Australia - Wheatbelt.

Packaging Rules
The requirements for granting this qualification will be met when competency is demonstrated and achieved for:- All sixteen (16) core competency standard units, and
- A combination of elective competency standard units to achieve a total weighting of 360 points in accordance with the Elective Competency Standard Units table below.
- All the required prerequisite competency standard units have been met.
Group A Elective Units
- a maximum of 180 weighting points may be completed
- Imported units from other training packages and/or state accredited courses can be added to this group, but they must be selected from qualifications where the unit is first packaged at AQF level 3. If units have not being assigned a weighting by the relevant EE-Oz Industry Technical Advisory Committee, their weighting will be 10 points.
Group B Elective Units
- All elective units may be chosen from Group B; a minimum of 180 to a maximum of 360 weighting points
1. Core Units
All sixteen (16) units must be completed.
2. Group A Imported and Common Elective Units
A maximum of 180 weighting points to be chosen from Group A.
